I have the honour to inform you that this

Government was notified by the Postmaster-General, Chinese Post

Office, Peking, of China's adherence to the Universal Postal Union

on the lat. Karch, 1914, to take effect on 1st. September, 1514.

At the same time the local General Post Office was notified of the

proposed abrogation of (1) the Postal Agreement of 12th. 29th.

December, 1904, and (2) the Parcel Post Agreement concluded on

5th.

22nd. June, 1909, between this Colony and China with

effect from the 1st. September, 1914.

After a series of consultations with re-

-presentatives of the Chinese Post Office who were sent to Hong- -kong to discuss matters with the Postmaster-General here, it was

agreed to renew the Porcels Agreement with a few minor alter- -ations. The special arrangements entailed by the abrogation of the Postal Agreement and the substitution there for of the terms

of the Rome Convention, and also the question of the treatment of

correspondence between the two administrations were then consider-

-ed and the attached proposals for the establishment of a Chinese

Postal Agency in Hongkong were brought forward by the representa-

-tives of the Chinese Post Office. Sumarized these proposals

involved the establishment of a foreign Post Office on British

soil, a great convenience to the Chinese Post Office to the
